GEM provides liability, property and workers' compensation reinsurance to eligible members that meet program underwriting standards.
Members are rated individually based upon member experience and operating environment of the public entity pool or insurance company.

California Transit Indemnity Pool (CalTIP)
CalTIP is a joint powers insurance authority organized under California law in 1987 in response to the lack of liability insurance coverage from the commercial insurance market. By combining the resources of 33 public transit entities throughout California, CalTIP is able to minimize risk, increase buying power, and provide stable, cost-effective insurance coverage options to its members. CalTIP maintains coverage programs for auto liability, general liability, public officials’ errors and omissions, and vehicle physical damage along with bundled services for claims administration, safety, loss prevention, and risk management.

Enduris
Enduris (formerly Washington Governmental Entity Pool) is an unincorporated, not-for-profit, local government risk sharing pool consisting of 350 special purpose districts. The pool was established to provide risk financing to its members for general liability, automotive liability and property damage, mobile equipment, fidelity and other such property coverage common to public entities. The emphasis of the pool is to provide affordable insurance combined with excellent customer service and responsiveness to the member needs.

Miami Valley (Ohio) Risk Management Association (MVRMA)
MVRMA is a property/casualty "insurance pool" for qualified cities in southwestern Ohio. Individually, the members of MVRMA are too small to fund a self-insurance program. Collectively, however, the MVRMA members have sufficient size and resources to effectively administer a partially self-insured program. A 1986 Ohio law allows Ohio public entities to pool together for just this purpose. MVRMA has been operational since December 1, 1988.

Montana Municipal Interlocal Authority (MMIA)

It is among a limited number of public entity pools which have successfully used revenue bonds. These were used to capitalize a liability program created later in 1986. Since 1979, Primex3 has been offering members a wide variety of comprehensive and cost effective pooled risk management programs and services for workers` compensation, unemployment compensation, property and liability coverage, and STD/LTD coverage, and most recently health coverage.
